So this event occurred in Africa after the exodus of Homo sapiens (~50,000 years ago) that gave rise to the people whose survivors populated the rest of the planet?

One reason we know humanity originated in Africa is the genetic variability is greatest there. This "ghost DNA" is simply a "subset" of that variability.

We don't have the skulls of this "ghost population." What we have are DNA sequences extant in modern populations; that's all. Those populations are found in West Africa, and the figure of 19% is a tiny portion of the 2%, not related to the overall larger figure of the comparison of human versus chimp DNA.
