It looks to me like it's aimed at allowing the BSA to survive.
https://www.npr.org/2020/02/18/806721827/boy-scouts-of-america-files-for-bankruptcy-as-it-faces-hundreds-of-sex-abuse-cla>>The organization says it will use the Chapter 11 procedure to create a trust to provide compensation to victims. Scouting programs will continue throughout.
That looks like they're trying to take the high road, and as a "technical Nevermo" (folks are inactive Jack Mormons) who actually earned an Eagle Scout rank in an LDS troop, I'm hopeful the BSA will survive.
I'm also sad the LDS Church is "divorcing" itself from scouting; I see a number of reasons besides the sex abuse lawsuits; two huge areas, IMO, are girls being permitted to join,* as well as gays...
I feel I gained a lot from scouting despite "catching hell" at my "Board of Review" over my religious/spiritual views; I was "essentially an atheist" back then (I'm not now), but even against the "LDS backdrop," I acquired some environmental views and an appreciation for the outdoors I still cherish (much of "LDS Utah" is stinkeroo on this matter), and the education involved in earning merit badges was excellent as well.

*I'm foursquare against the LDS Church's practice of subjugating women, but I also think "coed camping" can be problematic for obvious reasons. Kids have always found ways of acting out their hormone's agendas, but we do have a responsibility to act as grownups.
