The answer is ... it depends.

It requires the authorization of the bishop.

"Performing or receiving some ordinances and blessings — including sacrament — requires approval from a presiding leader who holds the necessary priesthood keys, as identified in Chapter 3, “Priesthood Principles.”

“He may authorize such a service only within his ward boundaries. The person whom the bishop authorizes to conduct the service must hold the Melchizedek Priesthood or be a priest in the Aaronic Priesthood. He also must be worthy to bless and pass the sacrament. The priesthood holder who directs the service reports to the bishop when the service has been held.”

What if, as the leader of his family, sealed to him for eternity, a husband prays for guidance and has it confirmed to him by the spirit that it is good for him to bless and offer the Sac to his family, and he does so?

Is he in hot water with ghawd if his bishop tells him he was a naughty boy?

Does a father have to get ahead-of-time permission to anoint and bless a member of his family?

There is no blessing the sacrament or giving other ordinances via facetime or other video conferencing, allowed. Because unlike the internet which is limitless, the power of the priesthood only has
a range of around ten feet or so.
