It's a speech about the Russian aggression in Ukraine and the threat of nuclear weapons.
She proposes reform, namely stripping the Russian Federation of its veto power on the security council.
New Zealand is strongly anti-nuclear weapons.
"In New Zealand, wê have nē-ver accipted the wisdom of mutually-assured destruction." That accent.
Fox News did an article on her framing her speech as an attack on free speech, claiming she called free speech a "weapon of war."

"How do you successfully end a war if people are led to believe that it is existence is not only legal but noble?"
This is the part that rubbed people the wrong way, sounds like.
In theory, we ought to regulate fraud and the ability to commit fraud on mass scales that misinforms people, like we've seen so often. But in practice, it sounds like her proposal might make it harder to criticize wars that your own government insists are just and noble.
Western media does propaganda for the US-backed side sometimes too. If you remember hearing about the "Ghost of Kyiv," that happened because legacy media outlets and retweets and reshares on Facebook and Twitter reprinted and boosted the Kyiv Independent paper's early-days-of-the-war legend whole-cloth and uncritically. The Ghost of Kyiv is innocent enough, but it shines a light on a problem of misinformation that exists in our own journalistic and social media institutions if we are not allowed to criticize them with the same potential to go viral. There has been too much parroting of Ukrainian sources desperate to pull NATO into the war on their side, which everybody knows why we cannot do (I hope), but which they're going to try and make happen anyway. Their people are dying, but the nuclear reality of mutually assured destruction stands.
Silicon Valley answers to the US Congress mostly, specifically the Senate Intel Committee. I don't know if the UN is the place where such change to social media algorithms happen, but it's a necessary institution to generate international dialogue.
New Zealand has the right attitude. Nuclear weapons ought to have been decommissioned a long time ago. As long as they exist, humanity is prone to sudden violent extinction at any moment. Nuclear weapons, however, are the only reason the red, white, and blue hasn't already intervened directly on Kyiv's behalf, so there's that too. Russia ain't giving up the equalizing power of nukes, and America isn't going to either.
