I think that’s temporary doctrine. If you can have temporary commandments you can have temporary doctrine. All that matters is what the church teaches this week.

I'm only aware of it in print in Mormon Doctrine, McConkey's drivel and bigotry, as an explanation of the denial of the priesthood to blacks.
I don't think it was disseminated in church materials beyond that.
I first encountered this idea on my mission in 1984 years after the revelation and after McConkey had been forced to includ a doctrinal disclaimer for his book.
I don't think it ever spread much beyond the more fundamentalist members and not as doctrine per se in my experience.
