Do any church history experts know of any evidence that this Council is still operative?

They really try to diminish the fact that it ever was, yet can't deny it. While I doubt that it operates anymore, one has to remember that it was a sort of secret society, and if it were still operating, who would know?

"The council met sporadically through the late 19th century, with a few meetings under the leadership of John Taylor (Young’s successor) to select political candidates and to discuss issues related to polygamy, though in these circumstances, the council was more of a discussion forum than a decision-making body. The last meeting of the council was held in 1884.

as in many if not Most things LDS... people at the extremes have their hand on the tiller.

LDS GAs dare not offend nearly anyone... Except, that is, people with 'immodest' earrings, tattoos, gays, and Evil Apostates.

LDS culture (the very measurable if not tangible side-effects of living LDS life) is a runaway train.
