Selection of Bishops, Stake Presidents, Apostles is no different than the criteria used for Generals, Ambassadors etc. People are selected not for their virtue, experience or abilities but that they will do as told and never criticize the organization or its leaders. Being a corporate whore is their true ability. Look at Bruce R. McConkie. He was a real theologian. His writings came into conflict with the revealed dogma of Spencer Kimball regarding colored people. Although Kimball was in disagreement with Joseph Smith, the Book of Mormon, The Book of Abraham and all of the other Presidents of the Church, the most recent "revelation" trumped all others. McConkie sold his soul and recanted his truthful writings. If he had not he would have been an ex-apostle. Ask George P. Lee for details.
