My mother who didn't swim was afraid of the ocean and hated going. My sister hated the sand and the kids tracking it home, didn't like getting burned and thought it was a big nuisance. Not everyone likes the beach.
Just from my perspective of the morridor ones around me in Central Utah, I think they'd avoid a topless beach like the plague. They are proud that they always avoid even the appearance of evil. Many of them will not even eat at a resturant where beer is served.

I think many Utahns would avoid a topless beach too, but I don't see bikinis as a problem except for a few really fanatical TBMS.Like I said, there are lots of reasons to avoid the beach. Some people don't like it for many reasons
Yes, they CAN go because no one from the church is physically restraining them. They are also free to choose to go, despite the church's wishes, because they have free agency. But WOULD they go? It depends on the individual values of the Mormons in question.
