The rumors of Monson's mental decline (or worse) keep persisting. What I wonder is who makes the decisions about whether he shows up to events, tries to speak, etc? Who are his handlers and who gives those handlers the authority? The rest of the 15?

The active members want to believe that he is calling the shots, but obviously, he is not.
