He apparently moved into a dying ward, full of old widows and in-actives. Any TBM willing to darken their doors and listen to the complaints, was called and set apart as bishop. Just my guess you understand.
Plus, it was right after WWII - a lot of men were gone in the military, getting out of the military, finishing up their service etc. There weren't as many men available to be bishop as in regular times. And it would be totally understandable if a lot of those widows he brags about servicing were young and luscious, and lost their husbands in the war. When was the last time you were in a ward with that many old ladies who were alone.
