Not every ad is tailored to cookies and history... Sometimes an business pays to have their business advertised on a site for a fee (think Radio ads). If a business wants to have their ad show up on a page and are willing to pay for it, that's what will happen. In some of those cases, and what appears to be the case for this page, the ad is tailored to fit the design of the page, changing background colors, etc.
Since no one would post what this was all about, I thought that since it was a news website, I'd be fairly safe pausing my ad-blocker long enough to see what this was all about...
It turns out for those who are interested to know and don't want to turn off their ad-blocker, it's an ad for a Plastic Surgery Office, or something similar. Its basically a bikini shot of large boobs.
It's for ads like this that I'm glad Ad-blockers were created. Don't need that showing up on my work computer when I just want to check the news.

For you who are too young, it's a take off of the old song "itsy bitsy teeny weeny yellow polka-dot bikini."
It is the chest of a woman in just that (an itsy bitsy teeny weeny and yes, yellow polka-dot bikini), with a caption "The Suit may be itsy bitsy, but THEY'RE not," referring to her knockers. It's an ad for Alpine Plastic Surgery.
You can be sure the same ad is NOT in the Deseret News, LDS-owned, other daily newspaper and, unfortunately, the only print edition of a paper that I have access to each day because I currently reside in an Assisted Living facility in a SLC suburb and of course, that's the newspaper that is delivered here daily, unless I wish to pay for my own subscription to the SL Tribune.
