I've seen situations in a ward where two major factions each has a favorite, and the SP recognizes that picking one will alienate the other's faction, so they pick a third guy that nobody really knows, and call it inspiration.
That was how I, a hard core Mexican gang banger RM, got to be a 24 year old EQP in a Provo civilian ward. But I'm a sweetheart, so it mostly worked.
The same could have happened in the OP'S ward, only the new bishop is a Danity type leader...
I believe it was a matter of desperation rather than inspiration. We don't have a lot of available high priests and rather than rotate them back into the bishopric, the SP selected a bp from the elders.
He had to be ordained as a high priest and then set apart as the bp.
Good grief! Let kids be kids but don't give undue respect to men who think or act juveniles. This goes double for some guy who is somehow in a position of power.
The new bishop in the OP's ward was a big surprise that no one saw coming, probably including the new bishop.
So now he's thinking that he's on the fast track to apostolic stardom, and he's observed THEIR behavior and has adopted said behavior as his model, which includes the OP's observation:

But of course this is not something the new bishop is going to be paying attention to. He's in his 30s and he's the new father of the ward and he's taking names and kicking asses because that's what he figures it takes to make a name for oneself. He probably has a time line figured out, and wondering if he has to waste three years as an MP... Remember, Monson was only 36 when he was called to be LiarLiarPantsOnFire.
It's the same as ordaining an eighteen year old straight out of high school with the fabled Melchisdek priesthood and then letting him believe he is supremely chosen to teach the world how things really are. They imagine themselves very wise as the ape their elders. Or at least they are imitating their perception of their elders magnifying the Mormon arrogance every time they open their mouths.
The thirty year old bishop is exactly the same. He is aping what his own impression of past and present leaders is and was. Untrained clergy posing as seasoned and sage. Clueless and dangerous.
This is sort of like the nouveau riche with their McMansions and sports cars. They have no idea that old money considers them vulgar even as they imagine themselves to be impressive with their fancy show off trappings. Eager to impress. Not eager to learn.
