Why didn't the PROPHET and PRESIDENT of "the only true and living church upon the face of the whole earth" stand up and bravely give the anti-gay talk?

First of all, Boyd K. Packer's talk was given in the Sunday morning session, the one meeting most attended by the members.
Secondly, they knew this talk was going to be controversial; with that in mind wouldn't it have been better to have come from the HEAD of the church who is the MOUTH of God?

Did Monson hide behind Packer in this most important statement so he wouldn't have to take the heat from the media?
