Young people in this church are extremely vulnerable. They are brainwashed into believing that they must belong, then told they're not good enough to belong. I agree with anon100's assessment. Here in Canuck land the legal blood alcohol limit is .08. My understanding is that someone blowing .08 is quite drunk. So drunk,in fact, that now at .05 a "warning" is given. For drivers under 21 there is zero tolerance for DUI. The whole thing is just a big game to satisfy the MADD folks and the bar/restaurant owners all at the same time.
