I did some quick checking, and while I didn't find the subject requirements in any current regulations, I couldn't find when they were taken out, either or why. I do know they were there, and I did find lawsuits against the FCC for not allowing commercial traffic in the amateur radio bands (they were dismissed), but I was unable to find out anything about 4).

Actually, if there is a moderate wind and it's cool enough (sorry, Phoenix Arizona's 110 degrees doesn't count), then holding the service outside in chairs might not be a bad idea.
