Mormons wouldn't necessarily keep a child from a non-Mormon parent. However, there is a lot of teaching and talk in the Mormon religion that Mormons should only surround themselves with like minded, covenant keeping people, aka other Mormons. There's definitely a lot wrong with this program. The Utah legislature is always trying to find ways to increase the accountability for teachers, but there's currently very little accountability for those who will either participate in or serve students in this program. I doubt the voucher program will work this way, but in my opinion, technically a program like this should allow public school

Even if women want to follow church counsel and prioritize having children, life is such these days that it's often not financially feasible to do so. It's very difficult for a family to live on one income and if both parents choose to work, daycare costs can be exorbitant. The church could help young couples out and possibly even encourage them to have children by changing tithing requirement

You're right. The church just doesn't get it. The community feeling in the branch you describe was what I wanted the church to be, but it just wasn't. I've often wondered if the truth about the church would have mattered as much to me if I had felt a sense of belonging in the wards that I attended as an adult.

I read about this in the DN this morning. They couldn't have added the word "covenant" in the broadcast any more if they tried. I think religion has always provided a good cover and alibi for the phony and morally bankrupt. GNPE- To answer your question, yes, Utah has many charter schools. There are some that essentially operate as private religious schools at tax payer expense. A somewhat recent episode of Mormon Stories discussed a charter school in the Salt Lake area that is run by the Allred polygamous group.
